Mansfield man fined for failing to use a licensed waste carrier

Thomas Jones, formerly of West Hill Drive, Mansfield, was ordered by magistrates to pay a fine of £110, plus legal costs of £58.52, clear up costs of £41.48 and a victim surcharge of £20.

Council officers began an investigation last May after bags of waste were deposited on Oakfield Lane, Warsop.

The bags included household waste, a pair of white trainers and a Ryanair boarding pass and receipt addressed to Jones. He said that a man had knocked on his door offering to remove the waste for £20.

Having agreed to the transaction, Jones did not make any checks to ensure that the person was a licensed waste carrier.

Portfolio holder for public protection, Coun Mick Barton said: “Once again we find someone failing to take reasonable measures to make sure their waste is transferred via an authorised person, with the result that the waste is fly-tipped.

“All householders have a duty of care under the Environmental Protection Act 1990 to make sure that anyone removing waste from their premises is licensed to do so.
