Nottinghamshire Police's new Deputy Chief Constable

Rachel Barber has been appointed Nottinghamshire Police's new Deputy Chief Constable, subject to final confirmation.

Rachel joins Nottinghamshire Police from South Yorkshire Police, where she has worked since 1988. Throughout her 29 years in service, she has worked in a number of operational roles at different ranks.

Nottinghamshire Police Chief Constable Craig Guildford said: “After a testing recruitment process, I am pleased that Rachel will be joining us next month. She brings a wealth of operational and organisational policing experience to Nottinghamshire and will be an asset to the organisation.”

Paddy Tipping, Nottinghamshire’s Police and Crime Commissioner said: “Rachel has all the skills necessary to complement our recently appointed Chief Constable, Craig Guildford. She brings a wealth of experience and I know that she will add much to Nottinghamshire.

“I would also like to thank our outgoing Deputy, Simon Torr, for his huge contribution to community safety in general and Nottinghamshire Police in particular over the past four years.

“His work has led to significant improvements in the delivery of stop and search and the introduction of body worn video and he has been at the forefront of the work to protect the delivery of local policing services.”

The new Deputy Chief Constable will join Nottinghamshire Police in April 2017 and taking over from the DCC Simon Torr, who is set to retire in May 2017.

The incoming DCC’s previous roles have included working as the staff officer to the Chief Constable and in national planning for the G8 summit in 2005. This last role saw Rachel in the Cabinet Office briefing room in Whitehall after the 7/7 bombings in London.

She has undertaken senior management positions and has worked as the Head of the South Yorkshire Police specialist uniform operations.

Rachel helped the Force to save more than £3.5 million within her specialist operations portfolio, delivering effective support to local policing and ensuring the Force maintained the Strategic Policing Requirement. The new structures formed the foundation for the move to Joint Specialist Operations provision across the South Yorkshire and Humberside Strategic Partnership.

She has also been fortunate to undertake the staff officer role to the national lead for football policing. She was selected as a Police Commander for the England International Football Operation, which has seen her travel across the world, finishing as the police delegation commander for the World Cup in Brazil in 2014.

In May 2014, Rachel was selected to head South Yorkshire Police’s Crime Directorate. This role afforded Rachel the opportunity to command and understand this aspect of policing, overseeing the uplift in staffing within the Public Protection arena and implementing new investigative structures for serious and complex crime.

Following attendance on the Strategic Command Course, Rachel was appointed as Assistant Chief Constable for Protective Services at South Yorkshire Police, where she was responsible for crime and public protection alongside managing the Regional Firearms License on behalf of the Chief Constable for the Yorkshire and Humber Region.
